Digital Literacy Programs in Public Libraries: Assessing Impact on Information-Seeking Skills Among Rural Youth

Project Abstract

This study investigates the effectiveness of digital literacy programs offered by public libraries in enhancing information-seeking skills among rural youth, addressing the gap between available digital resources and the ability of young patrons to locate, evaluate, and utilize information critically. Employing a mixed-methods design, the research combines a quasi-experimental pretest-posttest approach with qualitative interviews and focus groups to capture measurable changes in information-seeking competencies, as well as perceived applicability and contextual barriers. A sample of 300 rural youths, aged 12 to 18, across six public library branches was selected using stratified random sampling to ensure representation across genders, socio-economic backgrounds, and school attendance modes. Quantitative data were collected through a standardized Information Literacy Assessment Battery (ILAB) administered before and after a 12-week digital literacy intervention consisting of modules on internet search strategies, source credibility assessment, digital annotation, citation practices, data privacy, and ethical use of information. Qualitative data were gathered via semi-structured interviews with 24 participants, 6 librarians, and 6 program coordinators, along with four focus group discussions with participants and caregivers, to explore experiential dimensions, engagement, and contextual facilitators or impediments to skill development. The study hypothesizes that participants exposed to the structured digital literacy program will show statistically significant improvements in information-seeking competencies compared to a wait-listed control group, and that improvements will be moderated by factors such as prior digital access, parental support, and library program quality. Findings indicate notable gains in search plan formulation, evaluation of source reliability, effective use of database and search engine features, and ethical information practices, with effect sizes ranging from medium to large across literacy domains. Qualitative insights reveal that hands-on, project-based activities, peer collaboration, and librarian mentorship positively influence motivation and confidence, while inconsistent internet connectivity, device limitations, and competing academic demands present persistent challenges for rural youths. The study also identifies best practices for program design, including modular, culturally responsive content; integration with school curricula; flexible scheduling; and continuous professional development for librarians in digital pedagogy and information ethics. Implications for policy suggest that scalable, community-based digital literacy initiatives in public libraries can serve as critical supports for rural youth, narrowing the information gap and fostering lifelong learning in information-rich environments. The research contributes to empirical knowledge on the effectiveness of public library-led digital literacy interventions in rural settings and offers a practical framework for assessing information-seeking skills via validated instruments, as well as a set of actionable recommendations for library administrators, educators, and policymakers seeking to optimize resource allocation, training, and collaboration with schools and community organizations. Limitations include potential self-selection bias, the generalizability constraint to similar rural contexts, and the need for longer-term follow-up to ascertain maintenance of gains. Nevertheless, the study provides robust evidence on the transformative potential of structured digital literacy programming in public libraries for empowering rural youth to navigate and utilize digital information responsibly and effectively.
