Assessing the Impact of Digital Literacy Programs on Lifelong Learning Outcomes Among Adult Learners in Community Centers

Project Abstract

This study investigates how digital literacy programs delivered in community centers influence lifelong learning outcomes among adult learners, focusing on skill development, everyday technology use, self-efficacy, motivation, and ongoing learning engagement. Employing a mixed-methods design, the research combines a quasi-experimental approach with triangulated qualitative insights to capture both measurable changes and nuanced experiences. A sample of 320 adult participants aged 25–65 across four urban and peri-urban community centers was recruited and assigned to either an intervention group receiving a structured digital literacy curriculum or a control group with standard community activities over a 12-week period. Quantitative data were collected at three points pre-intervention, post-intervention, and a 6-month follow-up, using validated instruments to assess digital competence (e.g., the Digital Competence Framework indicators), information literacy, confidence in using technology for learning, and participation in further learning activities. Qualitative data were gathered through semi-structured interviews, focus group discussions, and field observations to explore learners’ perceptions of relevance, accessibility, and barriers to sustained digital engagement. The study also tracked secondary outcomes such as employability readiness, access to online learning resources, and collaboration with peers and mentors. Findings indicate that participants in the digital literacy program demonstrated statistically significant gains in digital skills, problem-solving with technology, and information-seeking behaviors compared to the control group, with effect sizes ranging from small to moderate across the measured domains. Notably, improvements in self-efficacy and motivation to pursue lifelong learning mediated the relationship between program participation and ongoing learning engagement. Qualitative insights reveal that learners valued context-relevant content, hands-on practice, and peer support but faced challenges related to device affordability, inconsistent internet access, and time constraints due to work and family responsibilities. The study identifies critical program components associated with successful outcomes, including experiential learning, scaffolded progression from foundational to advanced modules, trainer facilitation that emphasizes user-centered design, and the integration of community mentors to sustain motivation. A 6-month follow-up suggests that a portion of gains persisted, particularly in information literacy and confidence in navigating online learning platforms, though some participants experienced regression in areas with limited ongoing practice. The results imply that scalable digital literacy interventions in community centers can foster substantial improvements in learners’ capacity for autonomous, lifelong learning, with broader implications for digital inclusion and social mobility. Policy and practice recommendations include securing affordable access to devices and connectivity, embedding flexible scheduling, providing continuous mentorship and peer-learning opportunities, aligning curricula with local labor market needs, and establishing partnerships with libraries and educational organizations to extend reach. The study contributes to the theoretical understanding of digital literacy as a catalyst for lifelong learning and offers empirical evidence to inform the design of sustainable adult education programs in community settings. Future research could explore long-term outcomes beyond six months, differential effects by age cohort, and the role of cultural and languages in digital learning experiences.
