Project Abstract

This study investigates digital literacy and information-seeking skills among rural library patrons, focusing on the gaps, determinants, and effective intervention strategies to enhance access and usage of information resources in resource-constrained communities. Employing a mixed-methods design, the research combines a cross-sectional survey of 600 patrons from 12 rural libraries with in-depth interviews of 40 library staff, 20 community leaders, and 30 librarians to triangulate quantitative patterns with qualitative insights. The study assesses digital literacy competencies across four domainsโ€”functional digital skills (searching, navigating interfaces, and basic troubleshooting), information literacy (evaluating sources, credibility assessment, and ethical use), information-seeking behaviors (query formulation, source selection, and persistence in retrieval tasks), and digital inclusion factors (device access, connectivity, and socio-economic constraints). It also examines patronsโ€™ attitudes toward technology adoption, perceived self-efficacy, and trust in library-led interventions. The data reveal a substantial portion of rural patrons face barriers including limited device ownership, low-bandwidth connectivity, sparse digital literacy training, and time constraints due to work and caregiving responsibilities, which collectively hinder efficient information retrieval and critical appraisal of online resources. The research identifies key predictors of digital literacy gains, such as prior exposure to formal training, frequency of library use, availability of user-centered digital resources, peer learning networks within the community, and librarian-led instructional support. An intervention framework is proposed, comprising (1) scalable digital literacy curricula tailored to local contexts, (2) community-accessible e-resource hubs with context-appropriate interfaces, (3) mobile and offline first-approach tools to mitigate connectivity issues, (4) peer-mentoring programs leveraging trained community volunteers, (5) integrated information-literacy modules embedded in library programming, and (6) monitoring and evaluation mechanisms with indicators for digital proficiency, information accuracy, and user satisfaction. The study assesses the feasibility, acceptability, and potential impact of these interventions through pilot implementations in three libraries, measuring outcomes such as improvements in search accuracy, source evaluation ability, search task completion time, and self-reported confidence before and after exposure to the interventions. Findings indicate that targeted librarian facilitation, contextualized training materials, and accessible offline resources substantially improve both digital literacy and information-seeking efficiency, particularly among learners with limited prior exposure to technology. The research contributes empirical evidence on how rural libraries can function as pivotal digital inclusion agents, outlines practical steps for scaling interventions, and provides a framework for policy-makers to invest in sustainable capacity-building programs. Limitations include potential regional bias, reliance on self-reported measures for some constructs, and variability in library infrastructure that may affect generalizability. The study concludes with implications for library practice, teacher-librarian collaboration, and community-driven approaches to closing the digital divide through evidence-based, locally adapted strategies.

Project Overview

What This Project Is About

A plain-language look at how rural library users search for and use information, and how their digital skills can be improved through a focused study in a real library setting.

The Problem It Addresses

Rural patrons often face limited access to digital tools and guidance for information finding, leading to lower confidence and less effective use of library resources. This project investigates why these gaps exist and how a targeted intervention can help.

Objectives of the Project

  1. Identify current digital literacy levels and information-seeking behaviors among rural library patrons.
  2. Explore barriers such as access, skills, and confidence that affect information use.
  3. Design an intervention framework to improve searching, evaluation, and use of information.
  4. Test the feasibility of the framework in a real library setting.
  5. Provide practical recommendations for libraries to support patrons.

What You Will Do Step by Step

1. Review existing studies on digital literacy and rural library services.

2. Select a rural library as a study site and obtain approvals.

3. Assess patronsโ€™ current skills through surveys and simple tasks.

4. Conduct interviews or focus groups to understand needs and challenges.

5. Develop a brief intervention program (workshops, guides, or one-on-one help).

6. Implement the intervention with volunteer staff or librarians.

7. Measure changes in skills and confidence after the intervention.

8. Analyze data to identify what worked and what could be improved.

Expected Outcome

The project should produce a practical, ready-to-implement framework that libraries can use to boost patronsโ€™ digital literacy and information-seeking effectiveness, along with a report of findings and recommendations for ongoing support.
