Community Information Needs Assessment and Digital Literacy Intervention in Public Libraries: A Case Study Approach

Project Abstract

This study investigates the information needs of community members and the effectiveness of a digital literacy intervention implemented in a network of public libraries through a case study approach, aiming to enhance access to information, promote lifelong learning, and reduce digital inequities. The research situates itself within the framework of information-seeking behavior, digital inclusion, and library services science, employing mixed methods to capture both quantitative outcomes and qualitative experiences of diverse user groups. The primary research questions explore (a) what information needs are most salient across different community segments, (b) how current library services align with these needs, (c) the barriers and enablers to information access in public library spaces, and (d) the impact of a structured digital literacy intervention on participants’ information literacy, confidence, and utilization of library resources. A convergent parallel design was adopted, combining surveys administered to a representative sample of library users with in-depth interviews, focus groups, and observational studies conducted across multiple library branches. Additionally, document analysis of library catalogs, service guides, training materials, and patron feedback provided contextual evidence of service gaps and strengths. The digital literacy intervention comprised a modular program covering basic computer skills, online search strategies, information evaluation, copyright and privacy literacy, and the use of library digital resources. The intervention was delivered through hands-on workshops, drop-in clinics, and online tutorials over a six-month period, accompanied by a user-centric information literacy curriculum co-designed with community stakeholders. Key findings indicate heterogeneous information needs influenced by age, education, employment status, and digital proficiency. Younger patrons frequently sought current local information and online learning resources, while older patrons prioritized health information, government services, and e-government access. Despite high general awareness of library services, actual use of digital resources was uneven, with significant gaps in digital skills, confidence, and navigation of complex information sources. The digital literacy intervention led to statistically significant improvements in information literacy scores, self-efficacy in using digital tools, and frequency of successful information retrieval. Qualitative data revealed enhanced user satisfaction, increased trust in digital resources, and greater engagement with library programs. Nevertheless, challenges persisted, including limited time for program participation, language barriers, accessibility constraints, and ongoing concerns about data privacy in online environments. The study offers a validated framework for conducting community-centric needs assessments and designing scalable digital literacy interventions within public libraries. Implications for practice include strategic alignment of collection development with community needs, targeted outreach to underserved groups, and the integration of information literacy across library programming. The results inform policy recommendations for funding models, staff training, and partnerships with educational institutions and community organizations to sustain digital inclusion efforts. Limitations include potential regional biases and the need for longitudinal follow-up to assess long-term retention and behavior change. The study contributes to the literature on public library role in information empowerment and provides a practical blueprint for librarians and information science professionals seeking to bridge the digital divide through evidence-based service design.
