Project Abstract
The administration of personal income taxation is a critical component of any modern tax system. This research project provides an in-depth appraisal of the administration of personal income taxation, examining various aspects including compliance, enforcement, taxpayer services, and policy implications. Drawing on a comprehensive review of existing literature, this study aims to shed light on the challenges and opportunities associated with the administration of personal income taxation. One key focus of this research is on compliance behavior among individual taxpayers. By analyzing the factors that influence taxpayer compliance, such as tax rates, enforcement measures, and social norms, this study seeks to provide insights into how tax authorities can effectively encourage voluntary compliance and deter tax evasion. Additionally, the role of taxpayer services in facilitating compliance and improving taxpayer experience is explored, with a particular emphasis on the use of technology and digital platforms. Furthermore, the effectiveness of enforcement measures in ensuring compliance with personal income tax obligations is examined. This includes an assessment of audit practices, penalties for non-compliance, and the use of data analytics to detect tax evasion. By evaluating the strengths and weaknesses of different enforcement strategies, this research aims to identify best practices that can enhance the efficiency and fairness of tax administration. In addition to compliance and enforcement issues, this study also considers the broader policy implications of personal income taxation. This includes an analysis of progressive taxation principles, tax incentives for behavioral change, and the impact of tax policy on income distribution and economic growth. By examining these issues in the context of personal income taxation administration, this research contributes to the ongoing debate on the role of taxation in society. Overall, this research project provides a comprehensive appraisal of the administration of personal income taxation, highlighting the complexities and challenges faced by tax authorities in ensuring compliance and fairness. By offering insights into compliance behavior, enforcement practices, taxpayer services, and policy implications, this study aims to inform future reforms and improvements in the administration of personal income taxation.

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

In developed and developing countries there are wide range of taxes and levies that affect individuals and companies, citizens and foreigners, manufacturers and marketers, workers and pensioners . In Nigeria taxes range from petroleum profits taxation to tenement rate imposition, and taxes are imposed at different levels to enable the government provide certain essential services and facilities to the population. Some of the issues involved are legal, economic, others are political, sociological, while others are historical.

The study will begin the appraisal by examining related taxes and levies applicable in Abia State and the legal instruments governing them. The government plays the piper and dictates the tune. Ogundele (1999:8) states that government intervention in an economy takes many forms. The degree of intervention differs from country to country, depending on the form of political model adopted in the governance of the country. The intervention referred to is tax, which in a well planned economy affects every aspect of human endeavour. On the subject of intervention which differs from one form of government to another, and the form of intervention, they either intervene for the wrong reason or adopt the wrong strategies when intervention is justified. Mbanefo (1999:21) posits that the implications of government tax intervention are many and will be expatiated in this study.
