Project Abstract

Electoral malpractice has been a pervasive issue in Nigerian politics, undermining the credibility and fairness of elections. In an effort to address this challenge, the Independent National Electoral Commission (INEC) introduced card readers for the accreditation of voters during the 2019 presidential election. This study aims to assess the effectiveness of card readers in reducing electoral malpractice in Nigeria, focusing on their impact during the 2019 presidential election. The research methodology includes a combination of qualitative and quantitative approaches. Data was collected through interviews with key stakeholders such as election officials, political party representatives, and voters, as well as through the analysis of official reports and election data. The study also involved the observation of polling units during the election process. The findings of the study indicate that the use of card readers had a positive impact on reducing electoral malpractice during the 2019 presidential election. Stakeholders reported that the card readers helped to verify the identity of voters and prevent instances of multiple voting or impersonation. The technology also contributed to the transparency of the electoral process, as it provided a digital record of accredited voters. Despite these benefits, the study also identified challenges and limitations associated with the use of card readers. Technical issues such as malfunctioning devices and poor network connectivity were reported in some polling units, leading to delays and disruptions in the accreditation process. In addition, there were concerns raised about the training of election officials on the proper use of card readers, as well as issues related to the maintenance and security of the devices. Overall, the findings suggest that while card readers have the potential to reduce electoral malpractice in Nigeria, their effectiveness is contingent on addressing technical challenges and ensuring adequate training and support for election officials. The study recommends that INEC continue to improve the deployment and maintenance of card readers, as well as invest in training programs to enhance the capacity of election officials in using the technology effectively. By addressing these issues, the use of card readers can contribute to a more transparent and credible electoral process in Nigeria.

<p> </p><p><strong>-INTRODUCTION</strong></p><p><strong>1.1 &nbsp; &nbsp; </strong><strong>BACKGROUND OF THE STUDY</strong></p><p>Election fraud has constituted one of the greatest challenges facing the electoral process in Nigeria. Electoral fraud which involves the manipulation of election and rigging of votes is an illegal interference with the election process as a means to favour a particular party or candidate and sometimes both (Alvarez, Michael; Hall, Thad; Hyde, Susan, 2008). The consequence is always a damaging effect on the democratic institution of the country and loss of voters’ confidence. The Independent Electoral Commission in an effort to eliminate electoral fraud introduced the use of card readers. The card reader is used during the election process to verify the voter’s card before allowing the voter to cast the vote. This is to eliminate impersonation and double voting which in previous elections was a rigging strategy. This process replaces the manual process of paper work which can be easily manipulated and error prone. It was believed that this development will facilitate free and fair election in Nigeria, but recent development involving the non-functionality of many of the card readers in some parts of the country during election processes raise questions as to the credibility and ability of these card readers to achieve the purpose for which they were introduced. This poses another challenge if the Nigerian electoral process is ripe for the application of this technology.
