Project Abstract
Local government finance plays a crucial role in the development and service delivery at the grassroots level. However, in Nigeria, there have been concerns about the underutilization of funds by local government councils, leading to a lack of development in many communities. This research focuses on the Warri-North Local Government Council in Nigeria as a case study to explore the factors contributing to the underutilization of funds. The study employs a mixed-methods approach, including interviews, surveys, and document analysis, to gather data on the financial management practices of the council. The findings reveal that several factors contribute to the underutilization of funds in the Warri-North Local Government Council, including corruption, mismanagement, lack of capacity, and inadequate monitoring mechanisms. The research highlights the need for improved financial management practices, transparency, and accountability in local government finance to ensure that funds are effectively utilized for development projects. The study provides recommendations for policymakers, local government officials, and other stakeholders to enhance financial management practices and promote development at the grassroots level in Nigeria. By addressing the challenges of underutilization of funds, local government councils can play a more significant role in improving the quality of life for citizens and fostering sustainable development in their communities.
