Project Abstract
The Nigerian pension scheme has undergone significant restructuring in recent years, aiming to improve efficiency, transparency, and sustainability. This study focuses on analyzing the impact and implications of restructuring the Nigerian pension scheme, with Enugu State serving as a case study. The research examines the changes in the pension system, including the introduction of the Contributory Pension Scheme (CPS) and the establishment of regulatory bodies like the National Pension Commission (PenCom). Through a mixed-methods approach, including interviews, surveys, and data analysis, the study assesses the effects of pension restructuring on various stakeholders, such as retirees, workers, employers, and the government. The findings reveal both positive and negative impacts of the pension scheme restructuring. On the positive side, the CPS has increased pension fund assets, improved accountability, and enhanced retirement benefits for workers. However, challenges such as delays in pension payments, inadequate coverage for informal sector workers, and pension fund mismanagement also emerge as significant implications of the restructuring. Furthermore, the study explores the perceptions and experiences of pensioners in Enugu State regarding the restructured pension scheme. It investigates factors influencing pension fund performance, such as investment strategies, regulatory framework, and governance practices. The research also considers the role of financial literacy and public awareness in ensuring the success of the pension scheme restructuring. Overall, the study contributes to the existing literature on pension reforms in Nigeria by providing empirical evidence on the impact of restructuring the pension scheme, particularly in Enugu State. The findings offer insights for policymakers, regulators, and other stakeholders to address the challenges and maximize the benefits of the reformed pension system. Recommendations include enhancing transparency, strengthening regulatory oversight, expanding coverage to informal sector workers, and improving pension fund management practices. In conclusion, the study underscores the importance of continuous monitoring and evaluation of the Nigerian pension scheme to ensure its sustainability and effectiveness. By addressing the identified challenges and leveraging the opportunities presented by the restructuring, the pension system in Enugu State and Nigeria as a whole can better serve the needs of retirees and contribute to long-term financial security for all stakeholders.
