Abstract
This research investigates the implementation of performance management systems (PMS) in public sector organizations through a comprehensive case study. The study seeks to address the challenges and opportunities associated with the adoption of PMS in the public sector, focusing on a specific organization as a primary case study. The research aims to analyze the background of PMS implementation, identify key problems encountered, establish clear objectives, define limitations, outline the scope, emphasize the significance, and present the structure of the research. A thorough literature review is conducted to explore existing knowledge on PMS in public sector contexts, covering ten critical areas to provide a solid theoretical foundation. The research methodology section outlines the approach, research design, data collection methods, sampling strategy, data analysis techniques, ethical considerations, and limitations of the study, among other key elements. The findings of the study, discussed in detail in Chapter Four, highlight the challenges faced by the public sector organization in implementing PMS, as well as the strategies employed to overcome these challenges and achieve successful outcomes. The conclusion and summary in Chapter Five provide a comprehensive overview of the research, summarizing key findings, discussing implications for practice, and suggesting recommendations for future research and practice in the field of public sector performance management. Overall, this research contributes to the existing literature by offering insights into the practical implications of implementing PMS in public sector organizations, with the aim of enhancing organizational performance and accountability.
