This research project investigates the implementation of Performance Management Systems (PMS) in local government agencies, focusing on a detailed case study analysis. The objective is to explore how PMS is applied in enhancing organizational effectiveness and efficiency within the context of local governance. The study aims to identify the challenges faced, the strategies employed, and the outcomes achieved through the implementation of PMS in local government agencies. Chapter 1 provides an introduction to the research topic, including the background of the study, problem statement, objectives, limitations, scope, significance, structure of the research, and definition of terms. The chapter sets the stage for the study by outlining the key areas of focus and providing a framework for the subsequent chapters. Chapter 2 presents a comprehensive literature review that delves into ten key aspects related to PMS implementation in local government agencies. The review synthesizes existing theories, models, and empirical studies to establish a solid theoretical foundation for the research project. Chapter 3 outlines the research methodology employed in this study, detailing the research design, data collection methods, sampling techniques, data analysis procedures, ethical considerations, and limitations of the methodology.
