Project Abstract

This project aims to investigate the impact of decentralization policies on the delivery of public services, a critical issue for governments and citizens worldwide. Decentralization, the transfer of authority and responsibility from central to local governments, has been widely adopted as a strategy to improve the efficiency, responsiveness, and accountability of public service provision. However, the actual outcomes of these policies have been mixed, and a thorough assessment is needed to understand the factors that contribute to their success or failure. The project will focus on a comparative analysis of decentralization policies and their effects on public service delivery in multiple countries or regions. By examining the implementation and outcomes of decentralization across different contexts, the research will provide valuable insights into the complex interplay of political, economic, and social factors that shape the effectiveness of these policies. The study will address key questions, such as How have decentralization policies influenced the accessibility, quality, and equity of public services, such as healthcare, education, and infrastructure? What are the challenges and barriers that local governments face in effectively delivering public services under decentralized systems? How do the design and implementation of decentralization policies, as well as the existing institutional and governance structures, affect the outcomes? The project will employ a mixed-methods approach, combining quantitative and qualitative data collection and analysis. This will include the review of policy documents, government reports, and academic literature; the analysis of administrative and survey data on public service delivery; and the conduct of interviews and focus group discussions with key stakeholders, such as policymakers, local government officials, service providers, and community members. The findings of this research will have significant implications for policymakers and practitioners working on public sector reform and decentralization initiatives. By identifying the factors that contribute to the success or failure of decentralization policies, the project will provide evidence-based recommendations for the design and implementation of more effective decentralization strategies. This, in turn, can lead to improved public service delivery, enhanced citizen satisfaction, and strengthened local governance. Moreover, the project's comparative approach will enable the identification of best practices and lessons learned that can be shared across different contexts, fostering cross-country learning and collaboration.
