Abstract
The civil service plays a crucial role in the functioning of any government, as it serves as the administrative machinery responsible for implementing government policies and programs. However, the effectiveness and efficiency of the civil service in Nigeria, particularly in states like Akwa Ibom, have come under scrutiny due to various challenges that hinder its optimal performance. This study aims to investigate the ineffectiveness and inefficiency of the civil service in Akwa Ibom State, Nigeria. The research employs a case study approach, focusing on Akwa Ibom State to provide an in-depth analysis of the factors contributing to the ineffectiveness and inefficiency of the civil service in the region. Data collection methods include interviews with civil servants, government officials, and relevant stakeholders, as well as a review of existing literature on civil service performance in Nigeria. Preliminary findings indicate several key factors that contribute to the ineffectiveness and inefficiency of the civil service in Akwa Ibom State. These include political interference, inadequate funding, lack of capacity building initiatives, corruption, and bureaucratic red tape. Political interference often leads to the appointment of unqualified individuals into key administrative positions, which can undermine the overall efficiency of the civil service. Inadequate funding further limits the capacity of the civil service to deliver on its mandate, as resources are insufficient to support essential operations and service delivery. Moreover, the lack of ongoing capacity building initiatives and training programs for civil servants hinders their professional development and limits their ability to adapt to changing circumstances and demands. Corruption within the civil service also poses a significant challenge, as it erodes trust, undermines accountability, and diverts resources away from essential services. Bureaucratic red tape further complicates processes and decision-making within the civil service, leading to delays and inefficiencies in service delivery. Addressing these challenges requires a comprehensive approach that involves reforming institutional structures, enhancing transparency and accountability mechanisms, investing in capacity building initiatives, and promoting merit-based recruitment and promotion practices. By addressing these key issues, the civil service in Akwa Ibom State can enhance its effectiveness and efficiency, ultimately contributing to improved governance and service delivery for the benefit of the state's citizens.

BACKGROUND OF THE STUDY The Federal Government of Nigeria in its civil service Rules (2008) describe the civil service as a body or organ covering ministries and extra ministerial offices and enjoying continuity of existence. Interestingly, Section 318 of the Constitution of the Federal Republic of Nigeria gives the meaning of the civil service of the Federation as service
