Abstract
Construction and demolition (C&D) landfills are essential facilities for managing the vast amounts of waste produced by building and infrastructure projects. However, the operation of C&D landfills can have significant impacts on both public and occupational health. This research project aims to investigate the emerging health issues associated with C&D landfills and explore potential mitigation strategies. The public health impacts of C&D landfills include air and water pollution, which can result from the release of hazardous substances during waste decomposition. Studies have shown that nearby communities may experience increased rates of respiratory problems, cardiovascular diseases, and other health issues due to exposure to landfill emissions. Additionally, the leachate produced by C&D landfills can contaminate groundwater sources, posing risks to both human health and the environment. Occupational health risks are also a concern for workers at C&D landfills. Employees involved in waste management, landfill operations, and recycling activities are exposed to various hazards such as airborne contaminants, physical injuries, and ergonomic strains. Without proper safety measures and training programs, these workers may face long-term health consequences from their exposure to hazardous materials and strenuous work conditions. To address these emerging health issues, it is crucial to implement effective management practices at C&D landfills. This includes regular monitoring of air and water quality, proper handling and disposal of hazardous waste, and the use of protective equipment for workers. Public awareness campaigns and community engagement can also help minimize the health risks associated with living near C&D landfills. Furthermore, technological advancements such as waste segregation, recycling, and alternative disposal methods can reduce the environmental impact of C&D landfills and improve overall health outcomes. Collaborative efforts among government agencies, waste management companies, and healthcare providers are essential to develop comprehensive strategies for mitigating the health effects of C&D landfills. By examining the complex interactions between C&D landfills, public health, and occupational safety, this research project aims to provide valuable insights for policymakers, environmental health professionals, and industry stakeholders. Ultimately, promoting sustainable waste management practices and protecting the health and well-being of communities near C&D landfills are critical for ensuring a safe and healthy environment for current and future generations.

Project Overview

INTRODUCTION

Historically, construction and demolition (C&D) debris landfills have been considered nonhazardous operations, containing relatively inert wastes such as concrete, asphalt, wood, metals, gypsum drywall, and roofing materials.

In recent years, however, it has become increasingly clear that emissions resulting from the decomposition of gypsum drywall and organic debris are a public health issue. Drywall, comprised of gypsum (CaSO4 •2H2 O), breaks down into hydrogen sulfide and other sulfur compounds under anaerobic conditions and in the presence of water.

Overall, the good news is that C&D landfills are not known for being particularly dangerous to human health, though certainly they do come with their risks (Colledge & Wilder 2011). In each of the case studies from New York, Wisconsin and Virginia (mentioned above) where a C&D landfill was identified to pose potential health risks to the community, there were problems with the ENST 698, fall 2011 facilities that could have been prevented or fixed (United States Environmental Protection Agency Office of Solid Waste .
