Abstract
The issue of internal revenue generation in the local government system in Nigeria is a critical challenge that has hindered the effective functioning and development of local government areas. This research aims to investigate the root causes of the problem and explore potential solutions to enhance revenue generation at the local level. Through a comprehensive review of existing literature, government reports, and statistical data, this study identifies factors such as corruption, lack of fiscal autonomy, inadequate infrastructure, and poor revenue collection mechanisms as key drivers of the revenue generation problem in Nigerian local governments. Furthermore, the research examines the impact of these challenges on the delivery of essential services and local development initiatives. By analyzing case studies and conducting interviews with key stakeholders in local government administration, the study sheds light on the systemic issues that contribute to the low revenue generation capacity of local governments in Nigeria. The findings highlight the need for institutional reforms, capacity building, and improved governance practices to address the root causes of the revenue generation problem. Moreover, the research explores best practices and policy recommendations from other countries that have successfully tackled similar revenue challenges in their local government systems. By drawing lessons from international experiences and adapting them to the Nigerian context, this study offers practical strategies to enhance internal revenue generation at the local government level. These strategies include strengthening revenue mobilization efforts, promoting transparency and accountability in revenue management, and empowering local government authorities to exercise greater fiscal autonomy. Overall, this research contributes to the existing literature on internal revenue generation in the local government system in Nigeria by providing a comprehensive analysis of the challenges and opportunities for improving revenue generation capacity at the local level. The findings offer valuable insights for policymakers, researchers, and practitioners seeking to address the revenue generation problem and promote sustainable development in Nigerian local government areas. By addressing the root causes of the revenue challenge and implementing targeted interventions, local governments can enhance their revenue base, improve service delivery, and foster economic growth and development in their communities.

Governments all over the world are the oldest organizational structures, and many people look up to them for specific functions which are expected to meet the desires and aspirations of the general public. However, governments always try to perform some basic functions from their available resources. Such functions include provision of necessary and essential service to the general public. In order to achieve these aims,government must use and control funds which are generated from different sources in the economy.
