Abstract
The effective implementation of Performance Management Systems (PMS) in public sector organizations has become increasingly crucial for enhancing organizational performance and accountability. This thesis investigates the implementation of PMS in public sector organizations, focusing on a case study approach to gain in-depth insights into the challenges and opportunities associated with this process. The study explores the background, problem statement, objectives, limitations, scope, significance, structure of the thesis, and definitions of terms in Chapter One. Chapter Two presents a comprehensive literature review covering ten key areas related to PMS implementation in public sector contexts. Chapter Three outlines the research methodology, including research design, data collection methods, sampling techniques, data analysis procedures, ethical considerations, limitations, and reliability and validity measures. Chapter Four presents a detailed discussion of the findings, highlighting key themes, challenges, and successful strategies identified during the case study analysis. Finally, Chapter Five concludes the thesis by summarizing the key findings, discussing implications for practice and policy, and offering recommendations for future research and practice in the field of PMS implementation in public sector organizations. Through this research, valuable insights are provided to support the effective implementation of PMS in public sector organizations, contributing to enhanced performance and accountability in the public sector.
