The effective implementation of performance management systems (PMS) in local government agencies is crucial for enhancing organizational efficiency, accountability, and service delivery. This thesis presents a comprehensive case study that explores the challenges, strategies, and outcomes associated with the implementation of PMS in a specific local government agency. The research methodology employed a mixed-methods approach, combining qualitative interviews, document analysis, and quantitative data collection. Chapter One provides an introduction to the study, discussing the background, problem statement, objectives, limitations, scope, significance, structure of the thesis, and definition of terms. Chapter Two presents a detailed literature review on performance management systems, local government administration, best practices, challenges, and success factors in PMS implementation. Chapter Three outlines the research methodology, including the research design, data collection methods, sampling strategy, data analysis techniques, ethical considerations, and limitations.
