Abstract
This thesis explores the implementation of E-Government initiatives to enhance service delivery in local government agencies. The rapid advancement of information and communication technologies has revolutionized the way public services are delivered, leading to increased efficiency, transparency, and citizen engagement. However, the successful implementation of E-Government initiatives in local government agencies faces various challenges, including resource constraints, resistance to change, and cybersecurity threats. The study begins with an examination of the background of E-Government and its significance in the context of local government agencies. It identifies the problem statement surrounding the challenges faced in implementing E-Government initiatives and sets out the objectives of the study to address these challenges. The limitations and scope of the study are also defined to provide clarity on the boundaries and focus of the research. A comprehensive literature review is conducted to explore existing research on E-Government initiatives, service delivery in local government agencies, and best practices for successful implementation. The review highlights key factors influencing the adoption and effectiveness of E-Government initiatives, including leadership support, stakeholder engagement, capacity building, and data security. The research methodology section outlines the approach taken to investigate the implementation of E-Government initiatives in local government agencies. The methodology includes data collection methods, sampling techniques, data analysis procedures, and ethical considerations. The study employs both qualitative and quantitative research methods to gather insights from key stakeholders, including government officials, IT professionals, and citizens. The findings from the study are presented and discussed in detail in chapter four. The analysis of the data reveals the key challenges faced by local government agencies in implementing E-Government initiatives and identifies strategies for overcoming these challenges. The findings also highlight the benefits of E-Government initiatives in improving service delivery, enhancing citizen satisfaction, and promoting good governance practices. In conclusion, the thesis summarizes the key findings and implications of the study. It provides recommendations for local government agencies on how to effectively implement E-Government initiatives to enhance service delivery and citizen engagement.
