Abstract
This thesis investigates the implementation of performance management systems (PMS) in public organizations through a comprehensive case study analysis. The study aims to examine the challenges and opportunities associated with the adoption and execution of PMS in public sector settings, with a focus on enhancing organizational performance and accountability. The research methodology employed a qualitative approach, utilizing interviews, document analysis, and observation techniques to collect and analyze data from a selected public organization. Chapter One provides an introduction to the research topic, presenting the background of the study, problem statement, objectives, limitations, scope, significance, structure of the thesis, and definitions of key terms. Chapter Two conducts a thorough literature review on performance management systems, public sector management, accountability, and organizational performance, highlighting key concepts, theories, and best practices in the field. Chapter Three outlines the research methodology utilized in this study, including research design, data collection methods, sampling techniques, data analysis procedures, ethical considerations, and limitations of the research approach. The chapter aims to ensure the rigor and validity of the research findings. Chapter Four presents a detailed discussion of the research findings derived from the case study analysis. The chapter explores the challenges and opportunities encountered during the implementation of performance management systems in the selected public organization, providing insights into the factors influencing the effectiveness of PMS in improving organizational performance and accountability.
