Abstract
Public housing programs in Nigeria have been a significant focus of government intervention in addressing housing challenges for low-income citizens. This research project aims to evaluate these public housing programs from a theoretical and conceptual perspective to assess their effectiveness and impact on the housing sector in Nigeria. By utilizing a theoretical framework that incorporates concepts from urban planning, public policy, and housing studies, this study seeks to provide a comprehensive analysis of the strengths and weaknesses of public housing initiatives in Nigeria. The research will employ a mixed-methods approach, combining quantitative data analysis with qualitative interviews and case studies to gather a wide range of perspectives on public housing programs in Nigeria. By examining the theoretical underpinnings of public housing policies and their practical implementation, this study intends to identify key areas for improvement and suggest policy recommendations for enhancing the impact of public housing initiatives in Nigeria. Key theoretical concepts that will be explored in this research include housing affordability, accessibility, sustainability, and social equity. By analyzing how these concepts are integrated into public housing programs in Nigeria, this study aims to provide insights into the effectiveness of current policies and potential areas for reform. The research will also investigate the role of stakeholders, including government agencies, housing developers, and local communities, in shaping public housing outcomes and addressing housing challenges in Nigeria. Through a critical evaluation of public housing programs in Nigeria, this research project seeks to contribute to the existing literature on housing policy and urban development in developing countries. By examining the theoretical and conceptual frameworks that underpin public housing initiatives, this study aims to provide a nuanced understanding of the factors influencing the success or failure of these programs and offer recommendations for policy makers, planners, and stakeholders to improve the delivery of public housing services in Nigeria. Overall, this research project will provide valuable insights into the theoretical and conceptual dimensions of public housing programs in Nigeria and offer practical recommendations for enhancing the effectiveness and impact of these initiatives on housing provision and urban development in the country.

Thesis Overview

INTRODUCTION

The aim of this paper is to develop and test a theoretical and conceptual framework for an alternative approach to evaluation of public housing programmes in Nigeria. It seeks to address limitations of existing approaches where one theory or discipline has the upper hand in evaluating public housing programmes. This paper proposes a broad-based framework for assessing relationships between input, output and outcomes of public housing programmes through a realistic approach to evaluation based on objective-oriented theory, theory-driven evaluation paradigm and conceptual issues. This approach allows for the use of logical framework to explain the complex connections between underlying programme theory and outcomes. The distinct features of this alternative evaluation approach include: an open-ended evaluation approach; housing providers and residents participation; broad-based and a multi-faceted data gathering approaches and analysis in distinguishing the outcome of different housing delivery strategies in public housing programmes.
