Abstract
Landfill tax is a crucial environmental policy tool aimed at reducing the amount of waste sent to landfills and encouraging recycling and waste reduction. In Nigeria, the implementation of landfill tax has been marred by various political problems that have hindered its effectiveness. This research paper conducts an in-depth analysis of the political challenges facing the implementation of landfill tax in Nigeria. The study examines the historical context of waste management policies in Nigeria and highlights the importance of landfill tax as a means to promote sustainable waste management practices. It delves into the various political issues such as corruption, lack of political will, and ineffective governance structures that have impeded the successful implementation of landfill tax in the country. Furthermore, the research explores the role of key stakeholders including government agencies, waste management companies, and local communities in the implementation of landfill tax. It identifies the conflicting interests and power struggles among these stakeholders as significant barriers to the effective enforcement of landfill tax regulations. The paper also discusses the impact of political interference on the allocation of revenue generated from landfill tax. It uncovers instances of mismanagement and misappropriation of funds meant for waste management projects, highlighting the need for greater transparency and accountability in the utilization of landfill tax revenue. Moreover, the study analyzes the influence of political dynamics at the state and federal levels on the enforcement of landfill tax regulations. It sheds light on the challenges faced by regulatory agencies in enforcing compliance and collecting taxes from waste management companies, amidst political pressure and interference. In conclusion, this research paper underscores the urgent need for political reforms and institutional strengthening to overcome the political problems hindering the effective implementation of landfill tax in Nigeria. It calls for greater collaboration and coordination among stakeholders, improved governance structures, and enhanced transparency in revenue allocation to ensure the success of landfill tax as a sustainable waste management policy tool in the country.

Cities are at the nexus of a further threat to the environment, namely the production of an increasing quantity and complexity of wastes. The estimated quantity of Municipal Solid Waste (MSW) generated worldwide is 1.7 – 1.9 billion metric tons.2 In many cases, municipal wastes are not well managed in developing countries, as cities and municipalities cannot cope with the accelerated pace of waste production.

Waste collection rates are often lower than 70 per cent in low-income countries. More than 50 per cent of the collected waste is often disposed of through uncontrolled landfilling and about 15 per cent is processed through unsafe and informal recycling. Landfill Emissions.Traditional Landfills

As a Mayor, you may have to face challenging waste management decisions addressing issues that require immediate attention as well as potential issues that require strategic and integrated planning and implementation.

Establishing and improving facilities for collection, recycling, treatment and disposal for MSW management can be very costly. For example, building and operating sanitary landfills and incineration plants require huge investments and incur substantial operation and maintenance costs.

Meanwhile, if waste is growing at 3-5 per cent a year and rural-urban migration increases a city’s population at a similar rate, then a city’s waste generation will double every 10 years.4 Urban managers are therefore encouraged to pursue the paths of Integrated Solid Waste Management (ISWM) and Reduce, Reuse and Recycle (3Rs) that place highest priority on waste prevention, waste reduction, and waste recycling instead of just trying to cope with ever-increasing amounts of waste through treatment and disposal.

Rather, the key to success is to do what they are good at, and collaborate with other sectors in the society, such as private sector, communities and in some cases with the informal sector, in the interest of expanding waste management services and improving efficiency and effectiveness.Landfill Tax.
