AbstractLocal government finance plays a critical role in the effective delivery of public services and infrastructure development in Nigeria. However, there have been concerns over the underutilization of funds allocated to local government councils, leading to a lack of development and poor service delivery. This research project focuses on the Warri-North Local Government Council in Nigeria as a case study to investigate the factors contributing to the underutilization of funds in local government finance. The study employs a mixed-methods approach, combining quantitative analysis of financial data with qualitative interviews and surveys to provide a comprehensive understanding of the challenges faced by the Warri-North Local Government Council in managing its finances. The quantitative analysis involves examining budgetary allocations, revenue generation, and expenditure patterns to identify discrepancies and areas of underutilization. Additionally, qualitative interviews with local government officials, community members, and other stakeholders will provide insights into the underlying reasons for the underutilization of funds. Preliminary findings suggest that several factors contribute to the underutilization of funds in the Warri-North Local Government Council. These include corruption and mismanagement of funds, lack of capacity and technical expertise in financial management, political interference in budgetary processes, and inadequate monitoring and evaluation mechanisms. The research also identifies challenges related to revenue generation, such as over-reliance on federal allocations and limited local revenue sources. The study proposes several recommendations to address the underutilization of funds in the Warri-North Local Government Council and improve local government finance management in Nigeria more broadly. These recommendations include strengthening financial management systems and controls, enhancing transparency and accountability in budgetary processes, building the capacity of local government officials in financial management practices, and promoting community participation in budget implementation and monitoring. Overall, this research project contributes to the existing literature on local government finance in Nigeria by providing empirical insights into the factors influencing the underutilization of funds at the local level. By focusing on the Warri-North Local Government Council as a case study, the study offers specific recommendations for improving financial management practices and enhancing service delivery in local government authorities.
