Thesis Abstract

Budget and budgetary control play a crucial role in ensuring accountability in government parastatals. This research project aims to explore the significance of budgeting and budgetary control as tools for promoting accountability within government agencies. The study will investigate how the budget process is designed, implemented, and monitored in different government parastatals to ensure transparency and fiscal responsibility. One of the key objectives of this research is to examine the relationship between budgeting and accountability in government parastatals. By analyzing how budgets are prepared and utilized in these organizations, the study seeks to highlight the impact of effective budgetary control mechanisms on enhancing accountability and preventing financial mismanagement. The research will also investigate the role of budgetary control in promoting efficiency, effectiveness, and ethical behavior within government parastatals. Furthermore, this project will explore the challenges and constraints faced by government parastatals in implementing budgetary control measures. By identifying the obstacles that hinder the successful implementation of budgeting processes, the study aims to provide insights into potential strategies for improving accountability in these organizations. The research will also examine the role of leadership, governance structures, and organizational culture in fostering a culture of accountability and transparency in government parastatals.
